Julia Budzinski was one among two women who fell off a tube being pulled behind a ship on the James River in Richmond on Saturday, Virginia Division of Wildlife Sources spokesperson Paige Pearson mentioned.
Because the boat operator returned to get the ladies out of the water, the boat hit a wave, inflicting it to be pushed on high of Budzinski and putting her with the propeller, Pearson mentioned.
