Should famine be declared in Somalia?

UNICEF says circumstances are worse now than in the course of the earlier famine in 2011.

Nevertheless, nobody has made an official declaration.

The World Meals Programme says the lives of seven.1 million individuals – almost half the inhabitants – are in instant hazard as a result of there may be not sufficient meals. Some 1.5 million youngsters are malnourished.

4 failed wet seasons have led to the worst drought in 40 years, and Russia’s invasion of Ukraine has made staples reminiscent of grains and cooking oil unaffordable.

So what's stopping an official announcement of famine?

And would it not make a distinction on the bottom?
